Der Holotyp des Zhouornis mit der der Bezeichnung CNUVB-0903 wurde in der chinesischen Jiufotang Formation entdeckt. Ein zweiter, im Jahr 2014 beschriebener Fund besteht aus einem fast vollständigen Fossils eines ebenfalls nicht ganz ausgewachsenen Individuums. Der Schädel des Zhouornis besaß einige wichtige Gemeinsamkeiten mit den Schädeln der nicht-Vogeldinosaurier, so befanden sich zum Beispiel in seinem Schnabel noch Zähne.
